Impactful reforms happened under Atal Bihari Vajpayee?golden period of the Indian economy? The UPA thus inherited a fiscally strong economy with rapid expansion in government revenuethe fruit of which they reaped for the first few years They indulged in massive corruptionyet got some electoral successes on the back of pernicious policies that wrecked the economy in the long run While they offer lame excuses such as global factors and coalition compulsions for our current economic woesit is their policy inaction and philosophy of joblessconsumption-led growthcoupled with a disconnect between the government and its extraneous masters in the National Advisory Council (NAC)which has led us to this state of despair Even though the NDA is not in power at the CentreVajpayees ideals of decisive leadership and good governance were imbibed by our state governmentsably led by Narendra Modi in GujaratShivraj Singh Chouhan in Madhya Pradesh and Raman Singh in Chhattisgarhto name a few A young engineer from IITManohar Parrikar in Goawon with the wholehearted support of minorities and in a short periodhas become a role model for development and honesty Much against popular perceptionModi inherited a state that was only growing at 4 per cent (FY96-01) with negative growth in agriculture when he took over Under his dynamic leadershipthe BJP delivered over 10 per cent GDP growth for a decadetrumping the national average both for agriculture and manufacturing The CAG report in March 2013 recognised Gujarat as the most improved state in reducing malnutrition by a massive 32 per centbased on their study of the Integrated Child Development Scheme The real story of Gujarat is best seenheard and experienced when one visits Gujarat While we miss the sage advice and leadership of Vajpayee due to his ill-healthwe have no dearth of good leaders who model themselves after him It is the BJP-led NDA that brought about transformative reforms across sectors such as oil and gaspowerbankinginsurancepensions etcand connected India through the telecom revolution and a massive infrastructure rollout programme The BJP is now being unfairly criticised for not supporting the insurance and pensions reform bills All partiesincluding the Congressopposed the insurance FDI increasesince only Rs 595030 crore has come in over 8 yearsand insurance penetration has been miserable Even if we were to support itour concerns on fixing valuation norms as per international standards and mandating infusion of fresh capital have not been addressed As far as the pensions bill is concernedeven the regulator has stated that increasing the FDI cap in pensions fund managers is irrelevant As regards the GSTat a conceptual levelwe agree that the GST is beneficial in the long run But the present proposal is flawed and cannot be implemented Even the pan-India IT infrastructure is not in place Its framework doesnt respect Indias federal structure as states will have little leeway to raise revenue to tackle natural calamities or use fiscal policy to encourage industry and create employment There is serious concern that high-end goods consumed by the richsuch as luxury carswill become significantly cheaper while daily necessities of the common mansuch as dant-manjan (toothpowder)will become more expensive Finallythe RSS-BJP relationship is grossly misunderstood by manysometimes deliberately The RSS is a socio-cultural organisation with a large membership and deep roots all over the countrywhich works towards character-building of youth and national development The RSS does not dictate terms to the BJP it acts more like a friendphilosopher and guide In my 27 years of public lifenot once has anyone from the RSS forced my hand on any issue The good work of the RSS is there for all to see and experiencewhether it is the rehabilitation of Latur victims after the earthquakeor the relief activities during the floods in Bihar Even todayresidents reported that RSS volunteers were the first to reach aid to the flood-affected in Uttaranchal The RSS is one of many sources from whom we receive grassroots feedback The selfless RSS full-timersoften engineers and chartered accountants dedicated to serve India without any personal agenda or greedremind us of the ideals seen during the freedom struggle Yet their frugal ways are criticised rather than applauded The BJP leadership has repeatedly demonstrated an unparalleled governance track record and delivered economic growth and prosperity to its people in the states We now need a government of integrity at the Centre that performs efficientlyeliminates povertycreates jobs and meets the aspirations of a young India Every opinion poll about the mood of the nation shows Modi as the most popular leader of India todaywho can eliminate corruption and state government has changed the supervisory authority of Force One the crack unit created on the lines of the National Security Guard (NSG) after the 26/11 terror attack The charge of the agency now goes back to the Maharashtra Anti-Terrorism Squad (ATS) The ATS had been the supervising body of Force One till 2014 when the then DGP Sanjeev Dayal decided to hand over the charge to the then Additional DG Law and Order The decision was made reportedly to avoid ego hassles between IPS officers as the officers heading the ATS and the Force One were of the same batch Top security officials have welcomed the state’s latest move as two command centres in times of crises can hamper response An officer explained that while the ADGP Law and Order was in charge of Force One matters concerning its preparedness and training were with the ATS “While ATS is the state’s intelligence gathering and prosecution agency Force One is its counter terrorism unit It would have been difficult for an ATS Chief to liaise with Force One during crises as he would have had to route everything through the Additional DG Law and Order There were two command centres till now which is a dangerous thing as every minute is crucial during an emergency” said the official A senior official from the state home department told The Indian Express that recently after Sanjay Saxena who was heading Force One was transferred to the Mumbai crime branch the state commando force was asked to report to the ATS headed by additional DG rank officer Atul Kulkarni “We have gathered that Kulkarni’s predecessor Vivek Phansalkar had proposed that the Force One should report to the ATS as there were administrative glitches and miscommunications because of the reporting protocol Saxena agreed with him and floated this proposal further The government has now changed the reporting of Force One to the ATS which is a very good move and in the interest of the state” the official said “Vivek Phansalkar informed the state home department that if there is a repeat of a 26/11-type or any other terror attack in Maharashtra Force One would plunge into chaos with two commanding centres The commandos wouldn’t know whose instructions to follow A lack of clear leadership could also lead to cross firing on other police personnel with the Force One commandos not being aware of the movement of other troops” an official privy to the development said SOP requires ATS to be in 2 places at once Developed in the aftermath of the 26/11 attack and based on the recommendations of the Ram Pradhan Committee the new Standard Operating Procedure to deal with a terrorist attack requires the ATS chief to be present at two meetings at the same time According to sources there are two crisis management committees that need to meet immediately in the event of an attack in the state “There is one committee which includes the Commissioner of Police the ATS chief and the four Joint Commissioners of the Mumbai Police The other state-level committee includes the ADGP Special Operations ATS chief and the ADGP Law and Order Going by this the ATS chief is required to be part of both the meetings which is humanly impossible” the official said Sources said the problem had been brought to the notice of the state government but no decision had been taken so far “The SOP itself is flawed It is a grave problem and needs to be fixed urgently We cannot wait for a terror attack to expose ourselves Such chinks should be resolved so that at the time of any eventuality there is no room for confusion and the force can concentrate purely on countering the attack” added the official For all the latest Mumbai News download Indian Express App More Top NewsBy: PTI | New Delhi | Published: February 28 2017 5:50 pm Top
